The social work and nursing and healthcare sectors have been suffering from a significant shortage of skilled workers for years . A main reason for this is the decline in the birth rate between the 1990s and 2000s , which is leading to a decline in the workforce , while at the same time baby boomers from the 1960s are increasingly retiring .
